More show than substance

There were no concrete suggestions about what we could do or how to tackle the problem.
Just some irrelevant examples where they couldn't do anything, for instance, that there are two types of bullying: legal and ordinary – and that there's not much you can do about ordinary bullying.
In the end, I had to pay for the consultation immediately (which was completely pointless) with the assurance that I could deduct the bill from my taxes.
