Bellow expectation

I've "ordered" assistance for creation of "Übergabeprotokoll" for new apartment. The service was bellow my expectation mostly due to the following:
- email communication with agent responsible for my case did not work. I had to make a phone call for every email I've sent
- I had an impression that agent was not prepared at all for the process. He mentioned that he has documentation on tablet if needed !!! I had to bring my documentation for checking number of electricity plugs in kitchen (I doubt he had that in his mind :/ )
- The agent spent more time chatting with seller than checking actual state of the apartment
- No documentation provided after the appointment (except the bill)
- Agent was few minutes late for the appointment ( I expected we will meet 5-10 minutes earlier to say few words to each other before the actual appointment with investor )
- One good thing that I want to mention that agent did notice one issue which was the most serious one

So, maybe my expectations were high, but, taking into account the time we spent there (~1h) and the price (~350e) I expected more diligent attitude. At least trying to show it.
